The Fellowship seeks to strengthen capacity for producing policy relevant research, preferably focusing on emerging countries and in the area of equity in education and skills, by exploiting the OECD knowledge base and data products from projects such as the Programme for International Student Assessment (PISA), the Teaching and Learning International Survey (TALIS) and the Survey of Adult Skills (PIAAC). It does so in three ways:

  1. Supporting quantitative research to provide evidence-based analysis relating to education policy and practice.
  2. Strengthening the use of such analysis in policy making.
  3. Helping education leaders modify their practices to maximise its impact on student learning.
